Will County Legislative Committee | October 6, 2026

WILL COUNTY — The Will County Board’s Legislative Committee devoted nearly all of its Oct. 6, 2026, meeting to finishing the county’s two 2027 lobbying agendas, recommending both to the full County Board after reports from its federal and state lobbying firms. The committee amended the federal agenda once and the state agenda twice, and agreed to add hospital staffing and tax exemption language that had not yet been drafted.

Full coverage of the solar and battery siting amendment, the eastern Will County interchange and airport planks, the 6-1 federal agenda vote, the state lobbyists’ data center report, the Washington report’s December deadlines, the SAFE-T Act exchange, and the Silver Cross Hospital request appears in separate stories. Items below did not support standalone coverage.

Both Agendas Head to the Full Board by Resolution

Each agenda travels to the County Board attached to its own resolution. The two draft resolutions in the packet are nearly identical in structure, reciting that the Legislative Committee monitored legislation through the past year, consulted with county department heads, countywide elected officials and other government leaders, and that those discussions formed the basis of the agendas. Each provides that the board “hereby establishes the list of priorities set forth” in substantially the attached form, and that the resolution takes effect upon passage and approval as provided by law. Neither document is numbered in the draft.

ISACo Tracked Bills Listed, Not Discussed

Item 25-2288, “ISACo Tracked Bills,” appeared under Miscellaneous Legislative Reports with a link to the Illinois State Association of Counties bill-tracking page. The same item number and link appeared on the September agenda. The transcript of the Oct. 6 meeting does not capture any discussion of the item.

September Meeting Lasted Three Minutes

The Sept. 1, 2026, minutes included in the packet record a meeting called to order at 1:41 p.m. and adjourned at 1:44 p.m., with no one leading the Pledge of Allegiance. Chair Denise Winfrey cited “continued problems with the partial power outage” and instructed members to review Chief of Staff Pelkie’s email on the federal and state agendas and a draft resolution circulated by Judy Ogalla in both electronic and hard copy, and to bring questions to Pelkie. Members approved the August minutes 6-0 and adjourned 6-0, with Herbert Brooks Jr. absent. A handout from Ogalla titled “Legislative Committee Additions and Proposals” is noted in the record. The minutes list no public comment.

No Public Comment, No Executive Session

Winfrey closed the Oct. 6 meeting by noting there was no other old business, no new business, no announcements, no petitions from the public, nothing from the state’s attorney’s office and no need for an executive session. The committee adjourned on a motion accepted by the chair. The next regular meeting is scheduled for Nov. 4, 2026.
